De relaties tussen Europa en Rusland waren nog nooit zo koel sinds de Koude Oorlog, zei de toenmalig Europees Commissaris voor Handel Peter Mandelson in 2007. De politieke barometer was er toen inderdaad al enkele jaren op achteruit aan het gaan, parallel aan de verslechterde relatie tussen de Verenigde Staten en Rusland. Ondanks snel stijgende handels- en investeringsrelaties was het aantal diplomatieke twistpunten tussen Westerse en Russische zijde gaan toenemen, o.a. de onafhankelijkheid van Kosovo, de verkiezingen in Oekraïne
De EU toonde zich bezorgd om de mensenrechtensituatie in Rusland, de verhoogde staatsinmenging in de energiesector en de agressieve politiek van Moskou. Rusland van zijn kant had problemen met de uitbreiding van de EU en wilde niet weten van de Europese opstelling in de eigen aangelegenheden. De Europese constructie heeft immers nooit goed gepast in de staats-centrische kijk die Rusland op de wereld heeft.
Sindsdien zijn de Russische relaties er niet veel op vooruit gegaan en zijn ze op zn minst gespannen te noemen. De annexatie van Oost-Oekraïne en het neerstorten van vlucht MH17 in 2014 startten een nieuwe neerwaartse spiraal in de wederzijdse contacten. Een ontwikkeling die sindsdien nog niet gestopt is.
Hoe zit het vandaag met de Russische diplomatieke relaties? Hoe gaat het verder met de Krim? Kijken we later hierop terug als het begin van een nieuwe Koude Oorlog?
VVN Youth Gent nodigt woensdagavond 29 maart Marc Franco uit, Senior Associate Fellow bij het Egmont Instituut. Naast vele andere taken in EU- en VN-verband was hij van 2004 tot 2009 Head of the European Commissions Delegation to Russia.

The relations between Europe and Russia were never this bad since the Cold War, said then European Commissioner for Trade Peter Mandelson in 2007. The political barometer was indeed deteriorating for several years by then, parallel to the aggravated relationship between the United States and Russia. Despite the quickly improving trade- and investment relations, the number of diplomatic points of concern between the West and Russia were increasing, e.g. the independence of Kosovo, the elections in Ukraine
The EU was concerned about the human rights situation in Russia, the increased state interference in the energy sector and the aggressive politics from Moscow. Russia itself had problems with the expansion of the EU and wanted nothing to do with the European position in its own matters. This is because the European construction has never fitted well within the Russian view on the central state.
Since then the Russian relations havent improved that much and we can call them at least severe under pressure. The annexation of East-Ukraine and the crash of flight MH17 in 2014 started a new downward spiral in the mutual contacts. A development that hasnt ended yet.
How are the Russian diplomatic relations today? What with Crimea? Will we look back on this as the start of a new Cold War?
VVN Youth Gent invites on the evening of Wednesday 29 March Mr. Marc Franco, Senior Associate Fellow at the Egmont Institute. Besides many other jobs for the EU and UN, he was from 2004 to 2009 the Head of the European Commissions Delegation to Russia.
